National Chung Hsing University Directives for the Implementation of the Elite Scholarship

一、 為配合教育部「新南向培英專案」，吸引東南亞及南亞國家優秀大學講師來台攻讀博士學位，培育新南向地區高等教育人才，並強化本校國際化發展，特訂定本獎學金實施要點(以下稱本要點)。
I. In alignment with the Ministry of Education’s Elite Scholarship Program and to attract outstanding university instructors from Southeast Asian and South Asian countries to Taiwan to pursue doctoral degrees, cultivate higher education talent in the New Southbound region, and strengthen the internationalization of the University, these Directives for the Implementation of the Elite Scholarship (hereinafter referred to as “the Directives”) are hereby formulated.
二、 本要點執行經費來源：教育部高等教育深耕計畫。
II. Sources of funding for the implementation of these Directives: Higher Education SPROUT Project of the Ministry of Education.
三、 申請資格如下：
(一) 具任職東南亞及南亞國家公私立大專校院講師級(含)以上資格，並獲所屬學校校長推薦者。
(二) 申請者之國籍限「新南向政策18國」。
(三) 有下列情形之一者，不得申請：
1. 具僑生身分或中華民國國籍。
2. 已保留國內大學校院學籍或已註冊就讀國內大學校院者。但申請下一階段學位之應屆畢業生，不在此限，惟仍須符合東南亞及南亞國家大學講師級(含)以上之資格。
3. 曾在臺就讀擬申請之同一級學位課程。
4. 在臺就讀期間為我國各大學校院與外國學校簽訂學術合作協議所招收之交換學生或雙(聯)學位生。
5. 在臺就學期間同時受領我國政府機關(構)之獎(補)助金者。
III. Eligibility requirements are as follows:
(I) Applicants must hold a position at the instructor level or above at a public or private university/college in a Southeast Asian or South Asian country and be recommended by the president of their institution.
(II) Applicants must be nationals of one of the 18 countries covered by the New Southbound Policy.
(III) Persons with any of the following situations may not apply:
1. Persons who have overseas Chinese student status or nationality of the Republic of China.
2. Persons who have retained student status at, or have already registered and enrolled in, a domestic university/college. However, graduating students applying for the next level of degree are not subject to this restriction, provided that they still meet the qualification of instructor level or above at a university in Southeast or South Asian countries.
3. Persons who have previously studied in Taiwan in a degree program at the same level as the one being applied for.
4. Persons who, during their period of study in Taiwan, were exchange students or dual (joint) degree students admitted under academic collaboration agreements between Taiwanese universities/colleges and foreign institutions.
5. Persons who receive scholarships (subsidies) from Taiwanese government agencies (institutions) during their period of study in Taiwan.
四、 獎學金內容：
(一) 金額：每名受獎生每月新臺幣25,000元。
(二) 名額：每學年至多5名。
(三) 受獎年限：3年。
IV. Scholarship details:
(I) Amount: Each awardee shall receive NT$25,000 per month.
(II) Quota: Up to five recipients per academic year.
(III) Award period: Three years.
五、 申請程序：
(一) 申請時間：依本校外國學生申請入學時間辦理，採線上申請。
(二) 申請文件：除入學申請所需文件外，須提供所屬學校校長推薦函，另上傳講師級(含)以上之證明。
V. Application procedures:
(I) Application period: Applications shall be submitted in accordance with the University’s schedule for international student admissions and must be completed online.
(II) Application documents: In addition to the documents required for admission applications, applicants must provide a recommendation letter from the president of their institution and upload proof of holding a position at the instructor level or above.
六、 審查規範：
(一) 審查程序及委員會組成等事項，比照「國立中興大學外國學位生獎學金實施辦法」辦理。
(二) 申請者審查排序原則如下：
1. 研究潛力(著作發表)
2. 任教學校之 QS 世界大學排名
3. 任教學校是否為本校姊妹校
VI. Review scope:
(I) Matters concerning the review procedures and the composition of the review committee shall be handled in accordance with the National Chung Hsing University Regulations Governing Scholarships for International Degree-seeking Students.
(II) The principles for ranking applicants during the review are as follows:
1. Research potential (publications)
2. QS World University Ranking of the applicant’s employing institution
3. Whether the applicant’s employing institution is a partner university of the University
七、 獎學金受獎規定：
(一) 獎學金核發期限，自受獎者實際註冊就學當月起，至受獎期限屆滿、畢業、休學、退學或獎學金受廢止月止。延後入學者將取消受獎資格。
(二) 受獎者除寒暑假及論文撰寫期間外，若有未到校上課或未經學校許可離境者，則停發不在學月份之獎學金；若有不在學期間超過2個月者，得註銷受獎資格，並於次月起停發獎學金。
(三) 受獎期限內獎學金續領審核作業如下：
1. 受獎生之學期學業平均成績需達80分(含)以上，於下一學期註冊後始得續領獎學金。
2. 該學期學業平均成績未達80分者，停發1個月之生活費補助；連續2學期學業平均成績均未達80分者，自下一學期起停發獎學金。
VII. Scholarship regulations for awardees:
(I) The disbursement of the scholarship begins from the month the awardee actually registers and ends in the month the scholarship period expires, or the awardee graduates, suspends their studies, drops out of the University, or the scholarship is revoked. Awardees who postpone their enrollment shall have their scholarship eligibility revoked.
(II) Except for summer and winter breaks, and the thesis-writing period, the scholarship shall be suspended for the months when the awardee is not attending classes or has left Taiwan without prior approval from the University. If such period exceeds two months, the scholarship eligibility may be revoked and the disbursement of the scholarship shall be canceled in the following month.
(III) The scholarship renewal review process within the award period is as follows:
1. To be eligible to continue receiving the scholarship, awardees must obtain an average academic performance of 80 or above in the current semester and register for the next semester.
2. Awardees whose average academic performance for the semester is below 80 will have their stipend suspended for one month. Awardees whose average academic performance is below 80 for two consecutive semesters shall have their scholarship suspended starting the following semester.
八、 本要點未盡事宜，悉依教育部與本校相關規定辦理。
VIII. Matters not covered in these Directives shall be handled in accordance with the relevant regulations of the Ministry of Education and the University.
九、 本要點經行政會議通過後實施，修正時亦同。
IX. These Directives shall be implemented following approval by the Administrative Meeting, and any amendments thereto shall be subject to the same procedure.
