第一條 本校為招收優秀外國學生入學，及鼓勵在校之優秀外國學生，特設置「外國學位生獎學金」獎助依「國立中興大學外國學生招生規定」來校修讀學位之外國籍學生。
Article 1 These Regulations are established to provide scholarships for foreign degree-seeking students with the aim of recruiting outstanding international students and encouraging those currently enrolled at the University. "Foreign degree-seeking students" shall refer to individuals admitted in accordance with the National Chung Hsing University Regulations for the Admission of International Students.

第二條 本校外國學位生獎學金所需經費來源為學生公費及獎助學金、教育部高等教育深耕經費及其他補助款、或由本校校務基金自籌款之捐贈收入支應，並得視當年度獎學金各項經費收支情形及外國學位生人數彈性調整。
Article 2 The funding for the scholarship for foreign degree-seeking students comes from public funds, the Ministry of Education (MOE) Higher Education’s Sprout Project, other funding from the MOE, and donations to the University. The number of scholarships awarded may be subject to adjustment based on the availability of funds for the current academic year and the total number of international students enrolled.

第三條 申請時間
一、新生：依本校外國學生申請入學時間辦理。
二、在校生：每年二月至三月，確切時間依國際事務處公告為主。
Article 3 Application Period
1. New students: Applications will be held upon application for admission.
2. Current students: February to March every academic year. The exact date is to be announced by the Office of International Affairs on the website.

第四條 申請資格
一、新生：依「國立中興大學外國學生招生規定」申請入學之學生。
二、在校生：
（一）大學部：申請時，前二學期平均成績達 70分以上，但入學未滿一學年者，以前一學期成績計。
（二）研究所：申請時，前二學期平均成績達 80分以上，但入學未滿一學年者，以前一學期成績計。春季班入學未滿一學期者，以其他有利審查文件替之。
Article 4 Qualifications
1. New students: Must be applicants for admission in accordance with the  National Chung Hsing University Regulations for the Admission of International Students.
2. Current students:
(I) Undergraduate students must have achieved an average grade of 70 or above over the previous two semesters. Students who have not yet completed one academic year shall be evaluated based on the most recent semester.
(II) Graduate students must have achieved an average grade of 80 or above over the previous two semesters. Students who have not yet completed one academic year shall be evaluated based on the most recent semester. Spring entrants who have not completed one semester may submit alternative supporting documents for review.

第五條 申請資料
一、新生：依本校外國學生申請入學文件進行審查。
二、在校生：
（一） 獎學金申請表。
（二） 學業成績單(含排名)。
（三） 指導教授、授課教師或系所主管簽核之學生表現審核表。
（四） 其他有利審查之證明文件(含華語證書、華語修課證明及其他學術發表或服務證明等)。
Article 5 Required Documents
1. New students: Application documents
2. Current students:
(I) Scholarship application form.
(II) One copy of the transcript (including ranking).
(III) Academic performance evaluation form filled out and signed by the applicant’s advisor, instructor, or department director.
(IV) Other supporting materials that facilitate the review process (including certificates of Chinese language proficiency, completion of Chinese language courses, or other academic publications or services).

第六條 獎學金額度：
本校外國學生獎學金分為學雜費減免及生活費補助，得擇一領取或兼領，由當年度分配名額決定。
一、學雜費減免：分為部分減免(同本校一般生收費標準)及全額減免。但不含保險、住宿及電腦使用等之相關費用，受獎生須自行負擔。
二、生活費補助：學、碩士生每月新臺幣六千元整，博士生每月新臺幣八千元整。

Article 6 Scholarship Amount 
Scholarship Categories and Amounts: Scholarships for foreign students shall include tuition waivers and monthly stipends. Students may receive either or both, subject to quota allocation each academic year.
1. Tuition Waiver: This may be partial (equivalent to domestic student rates) or full. Insurance, housing, computer usage, and other fees are excluded and must be covered by the student.
2. Monthly Stipend: NT$6,000 for undergraduate and master’s students; NT$8,000 for doctoral students.

第七條 申請及審查作業程序
一、新生申請入學者，於入學申請表中勾選欲申請本校獎學金；在校生填寫本校獎學金申請表並附上相關文件。
二、由各系所依申請者繳交之文件進行初審，排序後將結果送至所屬學院，由各學院複審，建議每位申請者受獎金額後，提送「國立中興大學外國學生獎學金審查委員會」審定，審核結果陳報校長核決。
Article 7 Application and Review Procedures:
1. New applicants shall indicate their intent to apply for scholarships on the admissions application form.Current students shall submit the 1. scholarship application form along with all required documents.
2. Departments shall conduct an initial review and rank the applications. Recommendations shall be forwarded to the respective colleges for secondary review. Final results, including recommended amounts, shall be submitted to the NCHU Foreign Student Scholarship Review Committee for deliberation and shall be approved by the University President.

第八條  發放方式
一、新生：每次核給時間以一學年(九月至次年七月)為原則；註冊後，由學校按月撥款入戶。惟春季班入學者受獎期限為該年二月至七月。
二、在校生：需每年申請，逐年審查。每次核給時間以一學年(八月至次年七月)為原則，由學校按月撥款入戶。學士班應屆畢業者發放至當學年度六月止，提早畢業者則至畢業為止。

Article 8 Payment of Scholarships
1. New students: Scholarships are granted for one academic year(September to July). Monthly stipends shall be disbursed after registration. Spring semester entrants shall receive stipends from February to July.
2. Current students: Scholarships must be applied for annually and are reviewed on a yearly basis. The disbursement period shall cover one academic year (August to July). For graduating undergraduates, stipends shall be paid through June of the graduation year. For early graduates, stipends shall be paid through the graduation month.

第九條 獎學金受獎規範
一、受領獎學金為每月生活費補助者，不得兼領我國政府所提供之其他同性質獎學金，違反者得撤銷受獎助資格。若有溢領情事，經查證屬實，應予繳回。但如係本校基於合作備忘錄專案申請之獎學金，不在此限。受領獎學金為學雜費減免項目者，如獲其他獎助單位學雜費補助，原減免之學雜費應予繳回。
二、受獎生如違反校規、受申誡以上處分者，自處分確定次月起，停發生活費補助並取消其下學年獎學金受獎資格。
三、受獎生於受獎期間在校內外有全職工作或持有工作居留證者，應主動提出，經查證屬實，即註銷其受獎助資格。
四、受獎年限：大學部四年(獸醫系五年)、碩士班兩年、博士班四年(逕讀博班五年)。
五、領取期間規定：申領中興獎學金以學生在學期間為限，受獎生於校方規定期間內完成該學期註冊者，始得領取每月生活費補助。除寒暑假及碩、博士論文撰寫期間外，未到校上課或未經學校許可離開我國境內者，停發不在學月份每月生活費補助。不在學時間超過二個月者，得註銷獎學金受獎資格。
Article 9 Principles of Scholarships
1. Recipients of monthly stipends shall not concurrently receive similar scholarships from the government of the Republic of China (Taiwan). Any violation shall result in disqualification and the return of overpaid funds. Exceptions shall apply to scholarships granted under Memoranda of Understanding (MOUs; hereinafter referred to as "MOUs"). Recipients of tuition waivers who later receive external tuition subsidies must return the originally waived amount.
2. Recipients who violate University regulations and are subject to disciplinary actions at or above a reprimand shall have their stipend suspended starting the month after the penalty takes effect, and shall be disqualified from receiving scholarships in the following academic year.
3. Recipients found to be employed full-time or holding a work-based Alien Resident Certificate (ARC) during the scholarship period shall have their scholarship revoked.
4. Maximum duration of scholarship eligibility:

• Undergraduate: Four years (five years for Veterinary Medicine)
• Master’s: Two years
• Doctoral: Four years (five years for direct-track doctoral students)

5. Monthly stipends shall only be granted to students who have completed registration within the designated period. Except for summer and winter breaks, and thesis-writing periods for graduate students, stipends shall not be disbursed during months when the student is not attending classes or has left Taiwan without prior approval. If such leave exceeds two consecutive months, the scholarship may be terminated.

第十條 本獎學金之審查委員會由教務長、學務長、研究發展長、國際事務長及各學院院長組成，國際事務長為召集人及會議主席。國際事務處外籍學生事務組為作業單位。
Article 10 Scholarship Review Committee Composition
The Scholarship Review Committee is composed of the Dean of International Affairs, the Dean of Academic Affairs, the Dean of Student Affairs, the Dean of Research and Development Affairs, and the Deans of each College.

第十一條 特殊情形
一、本校與國外姊妹校簽署合作案，得依合約內容給予獎學金。
二、專案獎學金，得依個案經國際事務處簽請校長同意後核給。
三、本校全英語學程，得視年度經費狀況另編列補助款，並限使用於學程內學生之獎學金。
四、為鼓勵各院學術發展，各院擇定之優質雙聯合作校提名推薦之優秀學生於本校就讀雙聯學位期間，得予以學雜費全額減免，並依其就讀學位核予生活費補助：碩士學位者每月新臺幣六千元整，受獎期間一年，博士學位者每月新臺幣八千元整，受獎期間二年。
五、外籍學生得申請教學獎助，獎助金額每學期新臺幣二萬元整，得視年度經費狀況調整。
Article 11 Special Circumstances
1. If the school has signed an agreement with foreign partner universities, then scholarships will be decided based on the agreed-upon rules.
2. Project Scholarships are awarded on a case-by-case basis, subject to approval from the Office of International Affairs. Once approval is granted, the NCHU president's agreement is also required to finalize the awarding of the scholarship.
3. English Programs Scholarships: funding is based on budget and access is limited to students of the program.
4. To encourage academic development in each college, outstanding students nominated by partner institutions for dual degree programs at our university will receive full tuition and fee waivers. Additionally, they will be awarded monthly scholarships based on their degree program: Master's students will receive NT$6,000 per month for one year, and Doctoral students will receive NT$8,000 per month for two years.
5. Foreign students may apply for teaching awards. The amount of this award is NT$20,000 per semester, subject to adjustment for annual funding.

第十二條 本辦法經行政會議通過後實施，修正時亦同。
Article 12 The regulations will be put into effect once passed by the executive committee of the University. Later modifications will follow the same procedure.

*為保證 113 學年前入學舊生權益,舊生仍可適用舊規則:不分學碩博,每人每月NTD6,000、8,000 或 10,000,受獎年限不限。
To protect the rights of students admitted before the 2024 academic year, the previous regulations will remain applicable: regardless of undergraduate, master's, or doctoral level, each recipient may continue to receive NTD 6,000, 8,000, or 10,000 per month with no limit on the duration of the award.
