國立中興大學國際學位生助學功德金實施要點
National Chung Hsing University Directives for the Implementation of Financial Aid for International Degree-Seeking Students
一、國立中興大學(以下簡稱本校)對於本校國際學位生罹患重大疾病、遭逢意外傷害、家庭變故、天災、意外事故或戰爭等其他不可抗力事變或一時財務困難時,為使其獲得適時扶助,協助順利完成學業,特設助學功德金(以下簡稱本助學金),並訂定本要點。
I. National Chung Hsing University (hereinafter referred to as “the University”) has established financial aid (hereinafter referred to as “the Financial Aid”) and formulated these Directives to provide timely assistance to international degree-seeking students of the University who suffer from serious illness, injury, family emergencies, natural disasters, accidents, war, or other force majeure events, or who experience temporary financial difficulties, so as to assist them in successfully completing their studies.
二、本要點所須經費,由各界捐贈「國際學位生助學功德金」款項支應。
II. The funds required for these Directives shall be covered by donations from various sources to the International Degree-Seeking Student Financial Aid Fund.
三、本助學金申請對象、金額與條件如下:
III. The eligibility, amounts, and conditions for applying for the Financial Aid are as follows:
(一) 已獲得政府公告頒發獎學金之資格,因請款文件未完備影響申請獎助致生活困難者,每名最高核給1萬元;申請者於獲撥獎學金後一個月內,應將核給之助學金回捐校務基金,未依規定辦理者,此後不得再以相同事由申請。
(I) Any student who has obtained eligibility for a government-announced scholarship but whose application for such scholarship is affected by incomplete reimbursement documentation, resulting in financial hardship, may be granted up to NT$10,000 per person. Within one month after receiving the scholarship, the applicant shall donate back the granted Financial Aid to the University Endowment Fund. Applicants who fail to comply with this requirement shall thereafter be ineligible to apply again on the same grounds.
(二) 面臨緊急救難需求,難以繼續維持學業者,每名最高核給2萬元,同一事件之申請以一次為限,且不得同時支領國立中興大學學生急難慰助金。
(II) Students who face emergency rescue needs and are unable to continue their studies may be granted up to NT$20,000 per person. Applications arising from the same incident shall be limited to one time only, and applicants may not concurrently receive the National Chung Hsing University Student Emergency Assistance Grant.
四、申請及核發程序如下:
IV. Application and approval procedures are as follows:
(一) 符合本要點申請標準時,由國際生本人或系、所、學程人員填寫「國際學位生助學功德金申請表」,向國際事務處提出申請。
(I) When the application criteria set forth in these Directives are met, the international student or personnel of the relevant department, graduate institute, or program shall complete the International Degree-Seeking Student Financial Aid Application Form and submit the application to the Office of International Affairs.
(二) 申請人除檢附學生證及居留證正、反面影本、金融機構帳戶影本外,依申請原因事實檢具相關文件如下:
(II) In addition to photocopies of the front and back of the applicant’s student ID card and Alien Resident Certificate, as well as a photocopy of the applicant’s financial institution account, the applicant shall submit the following supporting documents according to the facts underlying the reason for application:
1.政府公告獎學金資格證明
Proof of eligibility for a government-announced scholarship.
2.重傷或重病就醫者,附醫院診斷證明書、醫療收據,健保或商業保險資料等。
For applicants receiving medical treatment due to a serious injury or illness, hospital-issued medical diagnosis certificates, medical receipts, and National Health Insurance or commercial insurance information.
3.其他有助審查之資料。
Other materials that may assist in the review.
(三) 國際事務處收件即審,陳請校長核定後,核發助學金直接匯入國際生本人帳戶。
(III) Upon receipt, applications shall be reviewed immediately by the Office of International Affairs and submitted to the President for approval. Upon approval, the Financial Aid shall be directly remitted to the international student’s account.
五、國際事務處得視捐贈「國際學位生助學功德金」經費使用情形,酌予調整核給金額,經費預算用罄後,則不再受理申請。
V. The Office of International Affairs may, in light of the utilization of donated funds for the International Degree-Seeking Student Financial Aid Fund, make appropriate adjustments to the approved amount. Once the allocated budget is exhausted, applications shall no longer be accepted.
六、本助學金之設置目的在協助外國籍學位生有生活經費周轉因應需求。獲得本助學金者,應於畢業後就業或有餘力時,回饋原受贊助金額,使本助學金得以永續協助有臨時急難之國際學位生。
VI. The purpose of establishing the Financial Aid is to assist foreign-national degree-seeking students in meeting short-term living expense needs. Recipients of the Financial Aid shall, after graduation and upon obtaining employment or when financially able, to give back the amount originally received, so that the Financial Aid may continue to sustainably assist international degree-seeking students facing temporary emergency needs.
七、本要點經簽請校長同意後實施,修正時亦同。
VII. These Directives and any amendments made hereto shall be implemented upon approval by the President.
