What is a Student Appeal?
In order to protect students’ rights to learn, live, and receive education, as well as promote harmony on campus, NCHU has formulated the Guidelines on Student Appeal Procedures of National Chung Hsing University in accordance with Article 33 of the University Act, the Ministry of Education Guidelines Regarding the University and College Student Grievance Process, and Article 40 of the Organizational Charter of National Chung Hsing University, where the Student Appeal Review Committee is established to review student appeals.
Organization of the Committee
The committee is composed of 27 to 31 members, where each college shall be represented by two people who are elected by its entire faculty, with two additional people recommended as substitute committee members (one male and one female), while the Student Association shall elect one student representative from each college. The number of faculty members who are not concurrently holding administrative positions shall be no less than half the entire committee members. Committee members of either gender shall represent no less than one-third of the entire committee members. In addition, the President shall select and appoint at most four experts in the area of law, education, and psychology to serve as committee members.
Members of the Student Rewards and Disciplinary Committee or personnel in charge of deciding and investigating student rewards and punishments shall not serve as members of the Student Appeal Review Committee.
Committee members shall serve in their positions without pay for one academic year and are entitled to serve unlimited terms if re-elected. The Vice President for Students Affairs shall convene the first meeting of the Student Appeal Review Committee in the new academic year. During the meeting, one committee member shall be elected by all committee members as the chairperson, who shall then convene each meeting in the academic year thereafter.
Functions of the Committee
Any student, the Student Association or any other student self-governing organization (hereinafter referred to as “the Appealer”), which alleges that the disciplinary action taken by the university or the university’s other measures or decisions against it are illegal or improper, and thus harm its rights or interests, may submit an appeal to the Student Appeal Review Committee.
The student mentioned in the preceding paragraph refers to a person who maintains a valid student status when the university takes a disciplinary action, implement other measures or decisions against him/her.
