一、本規定以教育部「外國學生來臺就學辦法」第六條、本校學則暨相關規定訂定之。
I. Regulations are established in accordance with Article 6 of the Regulations Regarding International Students Undertaking Studies in Taiwan promulgated by the Ministry of Education, and the Student Study Regulations, relevant regulations and guidelines of the National Chung Hsing University (hereinafter referred to as the University)
二、具外國國籍且未曾具有中華民國國籍，符合下列規定者，得依本規定申請入學：
II. Those who possess foreign nationality, meet the following conditions, and reside overseas continuously for more than six years shall also apply for admission in accordance with these Regulations:
（一）未曾以僑生身分在臺就學。
(I) The applicant has never studied in Taiwan as an overseas Chinese student.
（二）未於申請入學當學年度依僑生回國就學及輔導辦法經海外聯合招生委員會分發。
(II) The applicant has not been assigned a placement in Taiwan via the University Entrance Committee For Overseas Compatriot Students as an overseas Chinese student for the current academic year pursuant to the Regulations Regarding Study and Counseling Assistance for Overseas Compatriot Students in Taiwan.
具外國國籍並符合下列規定，且最近連續居留海外六年以上者，亦得依本規定申請入學：
Those who possess foreign nationality, meet the following conditions, and reside overseas continuously for more than six years shall also apply for admission in accordance with these Regulations:
(一)申請時兼具中華民國國籍者，應自始未曾在臺設有戶籍。
(I) The applicant also holds the ROC nationality at the time of application, but has never made household registration in Taiwan.
(二)申請前曾兼具中華民國國籍，於申請時已不具中華民國國籍者，應自內政部許可喪失中華民國國籍之日起至申請時已滿八年。
(II) The applicant once held the ROC nationality but no longer does at the time of application, and at least eight years have since lapsed between the dates of application and the renouncement of the ROC nationality as approved by the Ministry of the Interior.
(三)前二款均應符合前項第一款及第二款規定。
(III) The applicant who meets the conditions of the preceding two subparagraphs shall also meet the conditions in Subparagraphs 1 and 2 of the preceding paragraph.
依教育合作協議，由外國政府、機構或學校遴薦來本校就學之外國國民，其自始未曾在臺設有戶籍者，經教育部核准，得不受前二項規定之限制。
Foreign nationals recommended by foreign governments, institutions, or schools to study in Taiwan in accordance with education cooperation framework agreements, and who have never made household registration in Taiwan may not be subject to the restrictions of the preceding two paragraphs with the approval of the Ministry of Education (hereinafter referred to as the MOE).
第二項所訂六年、八年，以擬入學當學期起始日期（二月一日或八月一日）為終日計算之。
The start date of registration for the semester (February 1 or August 1) shall serve as the end date of said 6-year and 8-year periods prescribed in Paragraph 2.
第二項所稱海外，指大陸地區、香港及澳門以外之國家或地區；所稱連續居留，指外國學生每曆年在國內停留期間不得逾一百二十日。連續居留海外採計期間之起訖年度非屬完整曆年者，以各該年度之採計期間內在國內停留期間未逾一百二十日予以認定。但符合下列情形之一且具相關證明文件者，不在此限；其在國內停留期間，不併入海外居留期間計算：
The term “overseas” in the Paragraph 2 refer to countries or regions outside of Mainland China, Hong Kong, and Macau; the term “reside overseas continuously” means that an international student has stayed in Taiwan for no more than a total of 120 days in each calendar year. When counting the number of consecutive years residing overseas, with the first year of the period not being a full calendar year, any duration of stay in Taiwan for respective years shall not exceed 120 days. Nevertheless, upon meeting one of the following conditions, and with relevant supporting documents, the restriction above is not applicable; and the duration of stay in Taiwan shall not be counted as the consecutive years residing overseas:
（一）就讀僑務主管機關舉辦之海外青年技術訓練班或教育部認定之技術訓練專班。
(I) The period of stay for attending an overseas youth training course organized by the Overseas Compatriot Affairs Council or a technical training program accredited by the MOE.
（二）就讀教育部核准得招生外國學生之各大專校院華語中心，合計未滿二年。
(II) A period of less than two years in total for studying at a Chinese Language Center of any university/college permitted by the MOE to enroll international students.
（三）交換學生，其交換期間合計未滿二年。
(III) A period of less than two years as an exchange student.
（四）經中央目的事業主管機關許可來臺實習，實習期間合計未滿二年。
(IV) A period of less than two years doing internship as approved by the designated central competent authority.
具外國國籍並兼具中華民國國籍，且於教育部「外國學生來臺就學辦法」中華民國一百年二月一日修正施行前已提出申請喪失中華民國國籍者，得依原規定申請入學，不受第二項規定之限制。
Those who once possessed both foreign and ROC nationalities but have since renounced the ROC nationality before February 1, 2011 to which the amendments to the Regulations Regarding International Students Undertaking Studies in Taiwan had not come into effect, may apply for admission in accordance with the provisions before the amendments and are not subject to the restrictions prescribed in Paragraph 2.
具有國籍法第二條規定情形者，為本規定所定具有中華民國國籍。
In these Regulations a person to whom any of the circumstances set out in Article 2 of the Nationality Act apply is deemed to have Republic of China (“R.O.C.”) nationality.
三、具外國國籍，兼具香港或澳門永久居留資格，且未曾在我國設有戶籍，申請時於香港、澳門或海外連續居留滿六年以上者，得依本規定申請入學。
III. Those who hold foreign nationality and permanent residency in Hong Kong or Macao, and have never made household registration in Taiwan, and have continuously resided in Hong Kong or Macao or elsewhere overseas for more than six years at the time of application may apply for admission in accordance with these Regulations.
前項所稱連續居留，指每曆年在國內停留期間，合計未逾一百二十日。但符合前點第五項第一款至第四款所列情形之一且具相關證明文件者，不在此限；其在國內停留期間，不併入前項連續居留期間計算。
The term “continuously resided overseas” prescribed in the preceding paragraphs means that the applicant’s duration of stay in Taiwan, if any, shall be less than 120 days in each calendar year. Nevertheless, the restriction is not applicable if the duration of stay in Taiwan meets one of the conditions prescribed in Subparagraphs 1 to 4 of Paragraph 5 in the preceding article with relevant supporting documents; and the duration of stay in Taiwan shall not be counted as the consecutive years residing overseas prescribed by the preceding paragraph.
曾為大陸地區人民具外國國籍且未曾在我國設有戶籍，申請時已連續居留海外六年以上者，得依本規定申請入學。
Those who are former citizens of Mainland China, and are holding foreign nationality, and have never made household registration in Taiwan, and have resided overseas continuously for more than six years at the time of application may apply for admission in accordance with these Regulations.
前項所稱連續居留，指每曆年在國內停留期間，合計未逾一百二十日。但符合前點第五項第一款至第四款所列情形之一且具相關證明文件者，不在此限；其在國內停留期間，不併入前項連續居留期間計算。
The term “continuously resided overseas” prescribed in the preceding paragraphs means that the applicant’s duration of stay in Taiwan, if any, shall be less than 120 days in each calendar year. Nevertheless, the restriction is not applicable if the duration of stay in Taiwan meets one of the conditions prescribed in Subparagraphs 1 to 4 of Paragraph 5 in the preceding article with relevant supporting documents; and the duration of stay in Taiwan shall not be counted as the consecutive years residing overseas prescribed by the preceding paragraph.
第一項及第三項所定六年，以擬入學當學期起始日期（二月一日或八月一日）為終日計算之。
The start date of registration for the semester (February 1 or August 1) shall serve as the end date of said six-year period prescribed in Paragraphs 1 and 3.
第一項至第四項所定海外，準用前點第五項規定。
Said “overseas” prescribed in Paragraphs 1 through 3 shall follow, mutatis mutandis, provisions of Paragraph 5 of the preceding article.
四、 本招生規定經教育部核定後，有關招生方式、入學資格審查程序、招生學系（程）、各學系（程）授課語言、學生應具備之語文能力基準、修業年限、招生名額、申請資格、財力證明基準、學雜費收退費基準、學校獎助學金資訊及其他相關事項，應明訂於招生簡章內。
IV. After these Regulations are approved by the Ministry of Education, the student admission methods, admissions qualification review procedures, recruiting departments/programs, the language of instruction of each department/program, language proficiency requirements for students, duration of programs, number of admission slots, application requirements, standards for proof of financial ability, tuition and fee payment and refund provisions, scholarship and financial aid information, and other relevant matters shall be clearly disclosed in the admissions prospectus.
五、 外國學生申請入學本校就學，應依當年度簡章所定期限，檢附下列文件，逕向本校國際事務處提出申請，經本校「外國學生入學審查會議」審查合格後發給入學許可：
V. Prospective applicants shall apply for admission to the Office of International Affairs within the specific time period prescribed by submitting the following documentation. Those who pass the International Student Admissions Review Meeting will be issued an acceptance letter:
(一)入學申請表一份（附貼二吋脫帽半身照片）。
(I) An admission application form (with a two-inch bust photo).
(二)最高學歷或同等學力證明文件：
(II) Documents proving the highest academic credentials:
1. 大陸地區學歷：應依大陸地區學歷採認辦法規定辦理。
1. Academic credentials from Mainland China: to be handled in accordance with the Regulations Governing the Assessment and Recognition of Academic Credentials from Mainland China.
2. 香港或澳門學歷：應依香港澳門學歷檢覈及採認辦法規定辦理。
2. Academic credentials from Hong Kong or Macao: to be handled in accordance with the Regulations Governing the Assessment and Recognition of Academic Credentials from Hong Kong and Macao.
3. 其他地區學歷：
3. Academic credentials from other regions:
(1)海外臺灣學校及大陸地區臺商學校之學歷同我國同級學校學歷。
(1) Academic credentials issued by overseas Taiwanese schools or Taiwanese schools in Mainland China shall be regarded as equivalent to those issued by educational institutions of the same level in Taiwan.
(2)前二目以外之國外地區學歷，應依大學辦理國外學歷採認辦法規定辦理。但設校或分校於大陸地區之外國學校學歷，應經大陸地區公證處公證，並經我國行政院設立或指定之機構或委託之民間團體驗證。
(2) Academic credentials from countries other than those referred to in the preceding two items shall be handled in accordance with the Regulations Governing the Assessment and Recognition of Foreign Academic Records by Institutions of Higher Education. Notwithstanding, academic credentials issued by a foreign educational institution’s campus or branch located in Mainland China shall be notarized in China, and authenticated by an agency established or designated by the Executive Yuan or by a private organization commissioned by the Executive Yuan.
（三）檢附足夠在臺就學之財力證明(銀行存款證明美金4000元以上)，或政府、本校或民間機構提供全額獎助學金之證明。
(III) Proof of financial support adequate for studying in Taiwan (bank statement with savings of at least US$4,000), or a certificate indicating full scholarship granted by a government, the University, or a private organization.
（四）歷年成績單一份。中、英文以外之語文，應附中文或英文譯本。
(IV) One copy of the academic transcript (with Chinese or English translation attached if the transcript is in a language other than Chinese or English).
（五）語文能力證明文件：依系所組之授課語言繳交語言能力證明文件，招生系、所、組之授課語言另於招生簡章公告。
(V) Supporting documents for language proficiency: Proof of language proficiency in the language of instruction shall be submitted to the recruiting department/institute/division, which shall be announced separately in the admissions prospectus.
1. 中文授課之系、所、組：
1. Programs conducted in Chinese:
(1) 繳交相當於華語文能力測驗(TOCFL)A2（含）以上之中文能力證明，或相當等級之國際通用中文能力證明。
(1) Proof of Chinese language proficiency equivalent to A2 or higher in the Test of Chinese as a Foreign Language (TOCFL), or a certificate of equivalent level in an internationally recognized Chinese language proficiency test.
(2) 前一學位為中文授課或主修中文者，提供相關證明。
(2) Applicants who obtained their previous degree conducted in Chinese or a Chinese language program shall provide the relevant supporting documents.
2. 英文授課（包含有足夠英文授課課程可滿足畢業需求）之系、所、組：
2. Programs conducted in English (including programs with sufficient English-taught courses to satisfy graduation requirements):
(1) 繳交相當於CEFR(進階級)B1（含）以上之英文能力證明。
(1) Applicants shall submit proof of English proficiency equivalent to CEFR (Vantage) B1 or above.
(2) 國籍為英語系國家者免繳；於英語系國家取得前一學位或前一學位為全英語授課者，提供相關證明。
(2) Not required for applicants whose country of origin is an English-speaking country. Applicants who obtained their previous degree in an English-speaking country or graduated from an English-taught program shall provide the relevant supporting documents.
(六)其他各系、所另訂應繳附之文件。(依本校招生簡章規定辦理)。
(VI) Other documents as required by the department or institute in question (in accordance with the rules set forth in the University’s admissions prospectus).
本校審核外國學生之入學申請時，對前項第二款至第六款未經我國駐外機構、行政院設立或指定之機構或委託之民間團體驗證之文件認定有疑義時，得要求經驗證；其業經驗證者，得請求協助查證。
Any doubts regarding the documentation specified in Subparagraphs 3 through 5 of the preceding paragraph that has not been authenticated by either a diplomatic mission, an agency established or designated by the Executive Yuan, or a private organization commissioned by the Executive Yuan shall be cleared by requesting authentication of the said documentation by an overseas agency. Any doubts regarding authenticated documentation shall be cleared by requesting a verification of the said documentation from the agency that authenticated the documentation.
外國學生所繳入學證明文件有偽造、假借、塗改等情事，應撤銷錄取資格；已註冊入學者，撤銷其學籍，且不發給任何相關學業證明；如畢業後始發現者，應由本校撤銷其畢業資格並註銷其學位證書。
Any documentation submitted by an international student that is found to be forged, fabricated, or altered shall result in the cancellation of his or her admission. If said violations are discovered after the international student has registered and begun classes, his or her enrollment and student status shall be canceled without any certification issued for his or her academic performance in the University. If said violations are discovered after the international student has graduated, his or her graduation qualification shall be nullified, and diploma revoked.
第一項入學許可由本校以紙本、電子郵件或其他方式直接核發予外國申請人；應載明外國學生之姓名、就讀學程名稱、學位別、授課語言、入學之學年、學期開始日期、學雜費收退基準、獎助學金及其他應告知外國學生之相關資訊之中文及英文並併列對照版本，確認外國學生瞭解來臺就學相關權利義務。
The acceptance letter described in Paragraph 1 may be directly mailed or e-mailed or sent through other means to foreign applicants. The letter shall contain the student’s name, program name, degree type, language of instruction, year of enrollment, start date of semester, tuition and fee payment and refund provisions, scholarship and financial aid information, and other important matters that international students should be informed of. The letter shall be in both Chinese and English for comparison to inform international students of their rights and responsibilities during their period of study in Taiwan.
六、 外國學生以第二點及第三點規定申請來臺就學，以一次為限。其繼續在臺就學者，入學方式應與我國內一般學生相同。
VI. International students may only apply for admission to study in Taiwan in accordance with the provisions of Articles 2 and 3 for once only. Those who wish to continue to study in Taiwan shall apply according to the admission procedure of domestic students.
外國學生有下列情形之一者，其於前項申請後，復申請繼續在臺就學，或再次申請來臺就學，不受前項規定之限制：
However, this restriction is not applicable to applicants with the following conditions despite having applied for admission pursuant to the preceding paragraph, and are applying to continue studies in Taiwan or re-applying to study in Taiwan:
（一） 於完成申請就學學校學程後，申請碩士班以上學程，逕依本校規定辦理。
(I) Those who have completed a program and are applying for admission to a master’s or doctoral degree shall follow the University’s regulations.
（二） 外國學生申請來臺就讀學士班以下學程，在國內停留未滿一年，因故退學或喪失學籍，得重新申請來臺就學，並以一次為限。
(II) International students who applied to study in a bachelor’s degree program and stayed in Taiwan for less than one year and were dismissed or lost student status may re-apply to study in Taiwan; such re-application is permitted only once.
（三） 符合第二點第一項規定之外國學生，申請入學大學醫學、牙醫或中醫學系以外之學士班學程，並以一次為限。
(III) International students who meet the requirements of the Paragraph 1 of Article 2 may apply for admission to a bachelor’s degree program other than medicine, dentistry or Chinese medicine, and may do so only once.
外國學生經入學學校以操行不及格或學業考核 未達規定、違反法令或校規情節嚴重致遭退學或喪失學籍者，不得再依前二項規定申請入學。
International students who have been expelled or lost their student status due to poor conduct, failure to meet academic requirements, or serious violations of laws or university regulations are not eligible to apply for admission again in accordance with the preceding two paragraphs.
外國學生已完成我國學士以上學位，繼續申請入學碩士以上學程者，得檢具我國各院校畢業證書及歷年成績證明文件，依前點規定入學，免檢附前點第一項第二款規定之境外學歷證明文件。
International students who have completed a bachelor’s degree or higher in Taiwan and are applying for admission to a master’s degree program or higher may submit graduation certificates and transcripts from institutions in Taiwan and apply for admission in accordance with the provisions of the preceding article, and shall be exempt from submitting the documents proving the highest academic credentials from overseas prescribed in Subparagraph 2 of Paragraph 1 of the preceding article.
符合第二點第一項規定之外國學生，在我國完成副學士以下學程者，得持該等學校畢業證書及歷年成績單，依前點規定申請入學學士班學程，免檢附前點第一項第二款規定之境外學歷證明文件。International students who meet the conditions of Paragraph 1 of Article 2 and have completed an associate degree or a program below the bachelor's level in Taiwan may submit graduation certificates and transcripts from said schools and apply for admission to a bachelor's degree program in accordance with the provisions of the preceding article, and shall be exempt from submitting the documents proving the highest academic credentials from overseas prescribed in Subparagraph 2 of Paragraph 1 of the preceding article.
七、 本校招收外國學生，應即時於教育部指定之外國學生資料管理資訊系統，登錄外國學生錄取、入學、轉學、休學、退學或變更、喪失學生身分、離境等情事。
VII. Information regarding international students’ recruitment, admission, transfer, suspension of studies, dismissal, or any change to or loss of international student status, and departure from Taiwan shall be promptly logged into the international student management system designated by the MOE. The University shall promptly register details of the following into the international student data management information system designated by the Ministry of Education: international students admitted and registered, any transfers, deferrals, or abandonments of studies, any changes to or losses of student status, and any departures from Taiwan.
八、外國學生不得申請就讀本校所辦理回流教育之進修學士班、碩士在職專班及其他僅於夜間、例假日授課之班別。但外國學生在我國已具有合法居留身分者或其就讀之班別屬經教育部專案核准之課程者，不在此限。
VIII. International students may not apply for continuing bachelor and in-service master’s programs of the University for recurrent education, and any programs whose classes are taught only in the evening or on weekends or holidays. Notwithstanding, international students who hold an Alien Resident Certificate in Taiwan or study in international programs specially approved by the MOE are not subject to this restriction.
九、 外國學生於畢業後，經本校核轉教育部許可在我國實習者，其外國學生身分最長得延長至畢業後一年。
IX. International students who are doing an internship with the MOE’s approval after graduation may have their status as international students extended up to one year after graduation.
外國學生於本校就學後，其於就學期間許可在我國初設戶籍登記、戶籍遷入登記、歸化或回復中華民國國籍者，喪失外國學生身分，應予退學。但符合下列情形之一者，不在此限：
The status as an international student shall be canceled when international students are permitted to make an initial household registration, move-in registration into a current household, naturalization, or restoration of ROC nationality after enrollment in Taiwan. Henceforth, they shall be dismissed from the University. However, the following situations are not subject to the above restriction:
（一） 入學方式與我國內一般學生相同者。
(I) Those whose admission method is the same as that of domestic students.
（二） 依國籍法第四點第一項第一款至第三款申請歸化取得中華民國國籍。
(II) International students who were naturalized and obtained the ROC nationality in accordance with Subparagraphs 1 through 3, Article 4 of the Nationality Act.
（三） 符合第二點第一項規定且依國籍法第三條至第七條申請歸化取得中華民國國籍。
(III) International students who meet the conditions provided in Paragraph 1 of Article 2, and were naturalized and obtained the ROC nationality in accordance with Articles 3 through 7 of the Nationality Act.
已在臺就學之外國學生轉學，比照一般生相關規定辦理。但外國學生經入學學校以操行不及格或因刑事案件經判刑確定致遭退學者，不得轉學進入本校就讀。
International students studying in Taiwan who are applying for admission as transfer students shall be subject to the same regulations as regular students. However, international students who have been expelled by the institution they were previously enrolled in due to a failing grade in conduct or a conviction in a criminal case may not apply to transfer to the University.
十、 本校外國學生入學申請之審查分三級制：
X. Reviews of admission applications from international students shall be conducted in three stages:
（一） 初審：由國際事務處外籍與大陸學生事務組負責，就各申請人之表件進行審查。
(I) Preliminary review: A review of documents submitted by each applicant shall be performed by the Foreign Student Affairs Division of the Office of International Affairs.
（二） 複審：由各系所組成審查委員會負責，就各申請人之背景、在學成績、研究潛力等進行審查。
(II) Secondary review: A review of each applicant’s background, academic performance, and research potential by a review committee formed by the respective department/institute.
入學申請之審查標準如下：
1.在原畢業學校各學期各科成績：百分之四十。
2.留學計畫：百分之二十。
3.中文或英文能力：百分之二十。
4.研究潛力與背景：百分之二十。
The scoring criteria for the admission application review are as follows:
1. Grades of all courses for each semester at the institution the applicant graduated from: 40%.
2. Statement of purpose: 20%.
3. Chinese or English language proficiency: 20%.
4. Research potential and background: 20%.
（三） 決審：由本校組織「外國學生入學審查會議」負責，就全校全部申請案作一全盤考量。
(III) Final review: A comprehensive review of all admission applications shall be performed by the International Student Admissions Review Meeting organized by the University.
申請入學之外國學生資料由國際事務處外籍與大陸學生事務組初審證件合格後，於每年四月三十日及十一月十五日前送各系、所複審，合格者由各系、所推薦至本校「外國學生入學審查會議」決審，審核通過後，冊列陳報校長同意，核發入學許可通知書。
The admission application documents submitted by international students shall be subjected to the preliminary review by the Foreign Student Affairs Division of the Office of International Affairs to verify their eligibility. Applications that pass the preliminary review shall subsequently be forwarded to the responsible departments and institutes by April 30 and November 15 for secondary review. Applications that pass the secondary review shall be forwarded to the International Student Admissions Review Meeting for final review under a list of recommended candidates by said responsible departments and institutes. Applications that pass the final review shall be compiled and filed for final approval by the President, upon which an acceptance letter shall be issued to successful applicants.
「外國學生入學審查會議」由國際事務長、教務長、各學院院長暨各受申請系所主任（所長）組成之，委員不克出席時，可派員代理出席，國際事務長為主席。
The International Student Admissions Review Meeting shall consist of the Vice President for International Affairs, the Vice President for Academic Affairs, all college deans of the University, and the chairs/heads of the departments/institutes being applied for. Members who are unable to attend the meeting may appoint a proxy to attend on their behalf. Each year, the meeting shall be chaired by the Vice President for International Affairs.
國際事務長缺席時，由與會委員互推一人主持之。
If the Vice President for International Affairs is unable to attend the meeting, the chair shall be elected from among the members present.
國際事務處外籍與大陸學生事務組長列席做相關報告。
The Foreign Student Affairs Division Chief shall participate in the meeting and give a presentation on the relevant issues.
十一、 獲准入學之外國學生，應於當學期按規定時間辦理報到並完成註冊程序，因故得申請延後，但至遲不得逾該學期修業期間三分之一；已逾該學期修業期間三分之一者，錄取碩、博士班學生應於次一學期註冊入學，錄取學士班學生應於次一學年註冊入學，但教育部另有規定者，不在此限。
XI. International students who are accepted for admission shall complete the registration processes within the prescribed period during the semester. Deferrals of not more than one-third of the duration of said semester may be requested with valid reasons. If one-third of said semester has lapsed, students who are accepted for admission to a master’s or doctoral program shall complete registration in the following semester, whereas students who are accepted for admission to an undergraduate program shall complete registration in the following academic year. These restrictions shall apply to all international students unless otherwise prescribed by the Ministry of Education.
申請入學後，無法如期來校就讀者，得申請保留入學資格一學期，至多一年。
International students who are unable to enroll in the University as scheduled may request for the retention of their student status for one semester or up to one year.
經核准後，其註冊與選課等程序比照本校學生辦理。
Upon approval, the international students shall undergo the same registration and course selection procedures as other students of the University.
十二、 入學後，系主任（所長）或指導教授認為學生專業基礎科目需加強者，得要求該研究生先行修習部分大學部課程。
XII. Chairs/heads of the departments/institutes or advising professor may require enrolled postgraduate students who need reinforcement in specific core subjects to complete selected undergraduate courses.
十三、 本校招收外國學生，其名額以教育部核定本校前一學年度招生名額外加百分之十為原則，並應併入當學年度招生總名額報教育部核定；申請招收外國學生名額超過前一學年度核定招生名額外加百分之十者，應併同提出增量計畫（包括品質控管策略及配套措施）報教育部核定。但本校與外國大學合作並經教育部專案核定之學位專班，不在此限。
XIII. In principle, the actual admission quota of the University for international students is limited to an additional ten percent above that of the preceding academic year (which was approved by the MOE), and shall be incorporated into the total admission quota for the current academic year and reported to the MOE for approval. When applying to recruit international students of more than an additional ten percent above that of the preceding academic year, the University shall submit a report of the proposed incremental increase (including the quality control strategy and supportive measures) to the MOE for approval. Notwithstanding, the restriction shall not apply to degree programs in collaboration with universities overseas and are specially approved by the MOE.
本校於前一學年度核定招生總名額內，有本國學生未招足情形者，得以外國學生名額補足，並報教育部核定。第一項招生名額，不含未具正式學籍之外國學生。
If the approved total admission quota of the preceding academic year is not filled by domestic students, the vacancies may be filled up by admitting international students and shall be submitted to the MOE for approval.
Non-degree international students currently studying at the University shall not be counted as part of said ten percent admission quota prescribed in Paragraph 1.
十四、 本校辦理外國學生招生事務，除宣傳推廣及協助學生辦理來臺相關必要程序外，主要以架設招生網站、於國內外參加教育展、舉辦實體及線上招生說明會為主，無委由校外機構、法人、團體或個人辦理。
XIV. In addition to promoting the University’s international student programs and assisting students in navigating the necessary admissions procedures, other efforts to recruit international students shall include the development of a recruitment website, participation in international and domestic education expos, and the organization of physical and online admissions presentations. International student recruitment affairs may not be delegated to external institutions, corporations, organizations, or individuals.
十五、 本校外國交換學生申請入學者，各系所得酌情優先錄取。
本校在不影響正常教學情況下，得與外國學校簽訂教育合作協議，招收外國交換學生；並得準用外國學生入學規定，酌收外國人士為選讀生。
選讀生若申請就讀本校，取得正式學籍後，其已修得之科目及學分，經各系所主任（所長）同意後，得酌予採認及抵免，其抵免辦法依本校其他相關規定辦理。
XV. Current international exchange students at the University may be given priority for admission by the responsible departments/institutes.
Under the condition of not affecting normal educational activities, the University may sign education cooperation agreements with foreign universities to recruit international students as exchange students. Admission of said exchange students as non-degree students shall adopt, mutatis mutandis, the current international student admission procedures.
After completing official registration at the University, non-degree students may, with the approval of the chair/head of the responsible department/institute, be granted the recognition of completed credits and exempted from undertaking certain courses. The exemption procedures shall be undertaken pursuant to other relevant regulations of the University.
十六、 外國學生註冊時，新生應檢附已投保自入境當日起至少六個月效期之醫療及傷害保險，在校生應檢附我國全民健康保險等相關保險證明文件。如未投保者，應於註冊時繳納保險費，由本校代辦投保事宜。
前項保險證明如為國外所核發者，應經駐外機構驗證。
XVI. During registration, first-year international students shall present proof of health and personal injury insurance coverage for a period of at least six months starting from their date of entry. Current students shall present proof of enrollment in the National Health Insurance. The University shall handle the insurance enrollment of students without insurance coverage, who shall be required to pay for their insurance premiums at registration.
If the aforementioned proof of insurance coverage is issued by an overseas provider, verification of said proof by the embassy or mission of Taiwan shall be required.
十七、 本校為鼓勵外國學生來校就學，得提撥經費設置外國學生獎學金、助學金。
外國學生除雙方交換計畫另有規定外，以自行負擔一切學雜費及生活費為原則。
其在校品學兼優者，得依本校獎學金申請規定，申請獎學金。
XVII. Funds may be allocated for establishing international student scholarships and financial aid to encourage the enrollment of international students at the University.
Unless otherwise prescribed for exchange programs, international students shall be responsible for the cost of their own tuition and fees as well as living expenses.
Students who have outstanding records of academic and conduct performance during their studies may apply for scholarships in accordance with the University’s scholarship application rules.
十八、 本校外國學生招生宣傳、入學申請獎學金、醫療保險等事宜由國際事務處負責辦理；學籍、學業、住宿及生活輔導等事宜由國際事務處協調教務處及學務處辦理。本校應於每學年度不定期舉辦外國學生輔導活動或促進校園國際化，有助我國學生與外國學生交流、互動之活動。
XVIII. The Office of International Affairs shall be responsible for handling promotions of international student admission, scholarship applications for admitted students, medical insurance enrollment, and other related matters. The student status, academic performance, accommodation, and living services of international students shall be coordinated by the Office of International Affairs, and handled by the Office of Academic Affairs and the Office of Student Affairs. The University shall hold international student living services events or activities promoting an internationalized campus on an ad hoc basis, facilitating communication and interaction between domestic and international students.
十九、本校因國際學術合作計畫或其他特殊需求，得成立外國學生專班，並依專科以上學校總量發展規模與資源條件標準相關規定，報教育部核定。
XIX. Pursuant to international scholarly partnerships or other special requirements, the University may establish international student programs. The programs may be reported to the MOE for approval in accordance with the Standards Governing the Overall Scale of Development and Resources of Junior Colleges and Institutions of Higher Education.
二十、外國學生就學應繳之費用，依下列規定辦理：
XX. Tuition and fees for international students are as follows:
（一） 經駐外機構推薦來臺就學之外交部臺灣獎學金受獎學生及具我國永久居留身分者，依本校所定本國生收費基準。
(I) Students on the Taiwan Scholarship awarded by the Ministry of Foreign Affairs and have the ROC permanent residency status shall pay the same tuition and fees as domestic students.
（二） 依教育合作協議入學者，依協議規定辦理。
(II) Students admitted under education cooperation agreements shall pay tuition and fees as stipulated in said agreement.
（三）前二款以外之外國學生，由本校訂定收費基準，並不得低於同級私立學校收費基準。
(III) Students not referred to in the preceding two subparagraphs shall pay tuition and fees set by the University. Said tuition and fees shall be no less than the tuition and fees of domestic students in private universities.
教育部「外國學生來臺就學辦法」中華民國一百年二月一日修正施行前已入學之學生，該教育階段應繳之費用，仍依原規定辦理。
Students who have enrolled in the University before the implementation of the amended Regulations Regarding International Students Undertaking Studies in Taiwan on February 1, 2011, shall pay tuition and fees prescribed by the regulations before amendment.
二十一、外國學生有違反就業服務法之規定經查證屬實者，本校應即依規定處理。
XXI. International students who are found to have violated the Employment Service Act shall be subject to the applicable rules.
二十二、本校外國學生如有休、退學或變更、喪失學生身分等情事，本校應通報外交部領事事務局及內政部移民署臺中市服務站，並副知教育部。
XXII. The University shall report information regarding international students’ suspension of studies, dismissal, or any change to or loss of international student status to the Bureau of Consular Affairs of the Ministry of Foreign Affairs and the National Immigration Agency of the Ministry of the Interior; and notify the MOE.
二十三、本規定未規定之事宜，均依照教育部「外國學生來臺就學辦法」、本校學則及相關規定辦理之。
XXIII. Matters not covered by these Regulations shall be handled in accordance with the Regulations Regarding International Students Undertaking Studies in Taiwan, and the Student Study Regulations and relevant regulations of the University.
二十四、本規定經國際事務會議通過報請教育部核定後實施，修正時亦同。
XXIV. These Regulations have been approved by the International Affairs Committee Meeting and submitted to the MOE for approval and implementation. The same procedure shall apply to any amendments.
